To you first question: Devolution is a biological activity which doesn't really happen (as the article states). I don't know what you mean by "racial and other degeneracy".

Would the Morlocks and Eloi in HG Wells' The Time Machine be an example?

As the article mentions, devolution isn't really a thing. Humans and other modern apes evolved from a common ancestor. Human hairlessness is an interesting evolutionary question.Bob^{"Life is short and (insert adjective)"} 05:58, 23 June 2022 (UTC)
