- I keep up with US politics, so you can learn a bit about Australian. The Australian Federal Government collects revenue through its Goods and Services Tax (GST). This money is not spent by the federal government, it is given to the states based on a little understood sharing program. The sharing is not dollar for dollar because nobody tracks back where it all came from. So it is proportioned out based on population and the always mysterious Commonwealth Grants Commission, which is suppose to be one infrastructure needs. (Each according to their abilities, each according to their needs). The scheme overall ends up shifting tax money from the larger economies to subsidies the smaller economies. NSW and Qld actually both are paying in more GST than they are receiving back, but a lot of that comes from tourism the other states don't (and can't) get any way (there is only one barrier reef and one harbour). If NZ was to join Australia it would be the fourth largest state in terms of its of GDP and so along with it greater infrastructure needs (it is another island a long way away) it would probably become a GST revenue sink like Tasmania.
