Sophistry
From RationalWiki
Sophistry is essentially rhetoric's evil twin. Unlike rhetoric, which may be useful for exposition or persuasion, sophistry is deliberately used for obfuscation, deception, and bullying. Notable uses of sophistry include Bill Clinton's prevarications during his impeachment ("it depends what you mean by is"); management speak is a form of sophistry used to baffle and impress those not in the loop.
