The Project for a New American Century (PNAC) is a massive neoconservative think-tank created in 1997. Its goal is "to promote American global leadership" because "American leadership is both good for America and good for the world".
It was highly influential with regard to the development of military and foreign policies, especially involving national security and the Iraq War, within the previous administration of G W Bush.

And a whole host of other right-wing nutjobs, most of them with convenient connections with the Bush administration.
And yes, it basically is the American Galactic Empire.
