National Oceanic Atmospheric Administration

The National Oceanic Atmospheric Administration (also known as NOAA) is the US government agency responsible for creating the weather in the Western Hemisphere. NOAA has an ark tied up at their facility at Sand Point on Lake Washington in Seattle.
They regularly release slightly messed-up reports on what they have planned for us so meteorologists can continue to look foolish.
NOAA is considered one of the "uniformed services" of the United States, and so can engage in battlefield surveying without being considered spies. This means they can be turned into military units any time the President feels the need.
