Hmm... I am sure that I had saved that from wikipedia's scientology article, and was explained as being in PD because its because a certain data and it's copyright wasn't renewed. But can't seem to find it again?!

Anyway, as far as the information it regards being genuine, I provided a link in that article already.

As far as the cover being genuine, I can refind it here[1] (May 1950)

As far as it's license is concerned, I submit this [2] of someone saying that an 1953 issue is also out of copyright, as well as this [3], which discusses the situation with 1923–1963 publications.
