Teabagging is the sexual act of the male partner's testicles being licked, sucked, taken into the mouth of, chewed on and otherwise stimulated by his partner (whether female or male) while he sits on her/his face.
It is also an amusing way to humiliate sleeping, drunk or unconscious friends, by putting your balls on their face and taking a picture. Hilarity ensues!

"Teabaggers" is also an April 2009 joke term for followers of Glenn Beck, Sean Hannity, Instapundit, Joe the Plumber, and other miscreants who cannot stand big government spending when one party is in power, but somehow couldn't find the time to protest big government spending when their party was in power. They adopted the name because they liken their hypocritical "Teabagging Party" protests to the original Boston Tea Party.
They have created a hilarious backronym for "tea" to use as their slogan: "taxed enough already".
It is unclear whether any relationship exists between the first definition and the second. Probably, most teabaggers would, in fact, teabag one of the leaders mentioned above thus is the strength of the personality cult that started it.
